地租改正

地租改正
ちそかいせい【地租改正】
明治政府による土地・租税制度の改革。 1872年(明治5)田畑売買禁止令を解き地券を発行, 翌年地租改正条例を定めて土地所有権確定, 土地丈量・地価算定・新地券交付を行い, 税率を地価の3パーセントの金納とした。 これによって政府の財政的基礎が確立した一方, 地主・小作の関係は強化された。
